Yes, it is legal.  The FCC allows cable operators to replace "network" commercials with "local" commercials.  it's done all the time and has been for years.  it's just sloppy editing when you see the first few seconds of the "network" commercial.  But, don't get me started on the cable companies...  :-P |m|
